New sidings at York

Sorry if this has been posted before but I am on my phone and the connection is so poor it doesn't look as though the search function wI'll find it today.
I am on a northbound train out of York and have just noticed a fair bit of track relaying at the former Skelton yard and it looks as though they have relaid some sidings beside the site of the long closed sugar factory. Does anyone know what this is for ?

The new sidings are for on-track plant and equipment.

They are not for commercial freight or a passenger depot.
