London Euston to Watford Junction afternoon peak time?

The London Northwestern website implies that if I have an off peak (not super off peak) ticket marked ‘London Northwestern Railway Only’ /‘West Midlands Railway Only’/'LNR&WMR Only' (as oppose to ‘Any Permitted’) I can travel out of London on any train after 09:15.

The journey planner will then allow me to purchase an off peak day return from Watford Junction to London Euston leaving Euston at for example 17:11 - is this correct, would this ticket be valid on this service?

I thought there were restricts leaving London Euston to travel to Watford Junction during the afternoon peak?

No evening restrictions on the CDR from Watford to London Terminals:

I suspect this is to bring it in line with TfL Oyster/Contactless.

There may well be restrictions on other tickets, but that one has no afternoon restrictions

Yes, I know. This is because fares on that line need to be aligned to LNR policy. However, this thread is talking about returning from London in the afternoon peak for which Oyster does charge peak single fares.
