GWR rail replacement bus for last train of the night didn't turn up, station locked behind us, what should have happened?

Yesterday evening I was travelling from London Paddington back to Oxford. Took the 23:32, intending to change at Didcot. Train was crush loaded and late, so missed the connection.

At Didcot, the staff said they'd been denied permission to arrange taxis, and we had to wait for the rail replacement bus that had been booked to cover the cancelled 01:36. A little before the bus was due, we were encouraged outside, then the station was locked and all staff vanished (home?)

Sadly for us, no RRB ever appeared.

Since there was in theory a RRB ordered, and we'd been told that taxis had been denied, we didn't want to risk getting our own taxi and having GWR refuse to pay. So we stood there waiting and freezing. No staff, no help points.

Eventually managed to discover that the passenger assist line is 24/7, so after a bit of "I know you're the wrong team but there's literally no-one else at GWR answering the phone this late and we're stuck" they agreed to help, and eventually control agreed to book us a taxi. Not from Didcot or anything, that'd be too helpful, but Abingdon, so it was 20 more freezing minutes from "they're booking you a taxi" until one appeared.

Delays happen. Trains get cancelled. Station staff need to go home at the end of their shift.

But... Shouldn't there be some sort of plan / process / procedure for "RRB isn't here yet and staff have finished their shift", beyond shrug and hope the passengers don't freeze to death in the night?

Surely if there was a (cancelled) 01:36 train, staff should have been rostered to that time anyway?

If so, they should have been there until the RRB was due, and then when seeing it hadn’t turned up, they should have contacted control.

It’s because there was no TM so the train can’t call at Didcot Parkway as it’s unstaffed so unable to be dispatched being an 800, same story tonight and has been a problem ever since this service became 800 operated.

You could go on to say this wouldn’t be a problem if they had finished the electrification and the service was operated with a 387 which would be able to DOO dispatch towards Oxford

No, unless it’s changed since I was there latest finish time for staff at Didcot is midnight (maybe even 23:00, it’s been a while!) Trains after that are self-dispatch by the TM or are DOO anyway.
Not an unusual situation, Newbury is unmanned after 21:00.
Saying that I seem to recall from my time at Didcot if there was RRB someone would stay until the last bus.

Ah fair enough, unsure how the staffing etc works in that area.

Just by the comment that the staff ushered the customers out of station to lock up, made me think Didcot was staffed from start to finish of service.

Most Oxford IETs are DOO aren’t they and aren’t dispatched by station staff so why should not having a TM make a difference?

Looks like it would have been a much better decision to change at Reading, once it was clear you were going to miss the connection at Didcot. But hindsight is wonderful.

Yeah they are DOO during the day and ARE dispatched by station staff, as you’ve said they go home at midnight so if the train in question the 0031 from Pad to Oxford doesn’t a have a TM available for it, it therefor can’t serve Didcot Parkway as there is no one to dispatch it

Thanks, didn’t realise the DOO IETs had to be dispatched. When I was at Didcot anything DOO was ignored and we just concentrated on the HSTs and the odd 180 & Voyager (yes it was that long ago! :lol::lol: )

If it's a regular known problem since the intro of IETs, why is it not being sorted?

Maybe because it involves extra staff hours and hence costs? Maybe it gets worse, because someone staying later would then not get their rest period before their next rostered shift, meaning a reshuffle of the roster and maybe the added cost of an extra half day?

If this is what is behind it then I would say that it shows how wrong we are to be slavishly chasing "efficiency" and not seeing the safe operation of the service as the highest-priority deliverable.

If there were a simple answer, coverage would be better, It's the same story with the late Gatwick cancellations however there has been a plan put in place so that situation should improve.

At the end of the day the TM job is rostered it's just a job that is frequently booked off as AL with no suitable cover, or the TM is used for a higher priority service, station staff have their hours and I believe the station staff at Didcot are quite stretched as it is so making their hours longer would only make it worse when you take into account rest periods etc.

When this service was turbo operated, it wasn't a problem as it could operate fully DOO without the need to be dispatched but the service also used to frequently run late due to pathing and then having to couple at Paddington. On Wednesday/Thursday it was Turbo operated for some reason, most likely because there was no TM available

Is this because the IET bodyside cameras have never reached a reliability level that they can be safely used for DOO and hence they always require platform dispatch? At one point in time the IET bodyside cameras were cleaned at Paddington, but I think that has long since been abandoned.

In their current form the cameras are very unlikely to be signed off for proper DOO anytime soon as not only is the quality shocking for a system so modern, there are many other aspects the union are not happy with and tbh I don’t blame them
