Can anyone advise of what is actually happening please.

I am guessing the WCML works are part of the multi week-end engineering works.

I noticed that ScotRail/Network Rail are taking advantage of no access to Carlisle to do other works as Rail Replacement Buses are running Carlisle to Kilmarnock.

Today (Sunday 8th June 2015) should be the last for now of the various weekend closures North of Carlisle which had been announced previously. All part of a reported £60mln programme of track upgrades and repairs. Not sure of the exact location(s) on the line that were being worked on today, but if it was just North of Carlisle, this would knock out both TPE and Avanti services via Lockerbie and Scotrail services via Dumfries, which appears to be the case from what you say.

Usually the knock to ScotRail is Carlisle to Dumfries so there must be other works on the Dumfries line.
