Grab handles and Braille signs shouldn't be that hard to fit so I'd be surprised if DDA compliance is a reason to lock out the toilets. Retention tanks are the more pressing issue I would assume.

I see the BBC have picked up on the RMT's complaints about the lack of retention tanks. Although they manage to imply that the unrefurbished HST are in fact partially refurbished.
Are the timetables actually completed yet? I'm not famililar with the system but I have it in the back on my mind that at this stage of the year services would still be being finalised so there is a reasonable chance of an additional Dubland service being added before December.

Build a tunnel underneath the city centre, linking services that currently run into Central and QS clears space at both termini. There would be a single underground station with pedestrian access to both of them to make changing trains easier. Much more sensible that rebuilding a station closed...
