What concerns me about Llangollen is the major infrastructure they have - the Dee Bridge and the tunnel. Neither of those are cheap or easy to maintain, and any period of neglect could lead to costs mounting up to the point where the infrastructure is unusable.
I used to visit one of the terminals up at Seal Sands and the track around there is long disused, if not formally closed. There are sections where site fences have been built straight across the tracks, road crossing sections which have been concreted over etc.

It was parked outside Chester depot this afternoon, seen from the cycle path. It doesn't wow me, it's the same generic white with coloured bits as every other operator.
I think for these the word 'hire' is used loosely - they're repairers, so they'll effectively be courtesy vehicles being used while the operator's own vehicle is under repair, presumably 'free of charge' (the cost will be buried in with the repair cost)
