Not exclusively for British/American tourists. Given that English is the lingua franca for most of the world, having English as well as the native language probably provides information for people (particularly Europeans and South Americans) who have a basic understanding for English.
Yh, but the figures came from the Office of National Statistics, which is (somewhat) more credible than the daily mail. There is also other evidence that migrants have higher wages - which is probably due to the fact they tend to be more skilled etc.

I think the trams are the 12 that they have already announced in July but are now procuring 16 instead. From the meeting papers they have included the 16 as part of the "Metrolink Service Improvement Package" which is what was funded in July.
