They measure how much the track does or doesn't settle down.
The slider is set at a known height above the rail and it is re-measured occasiaonaly to see if the track has settled down

OT: are you the same Simon Howes that frequents London Hackspace?

Although I think its fair enough to have a new user who is unfamiliar with what they are come on and ask a sensible question.

There is no point them doing a search because they dont know what they are so that wont help.

There's no such thing as a stupid question. Not everybody is full up with knowledge about the railway and they come to this forum for help and information, if thats a bit of an effort to provide it in a sensible way then thats a shame really.

I do hope the OP carries on using the forum to get more knowledge about the railway and isnt scared off because some well established members seem to have a problem with being asked questions.

Exaggerations went up by 3,000,000 % this year.

Good point. I'd never heard of it before either. For all I know, it could be the temperature control to keep the tramps nice and warm when they sleep on the tracks overnight. Do I win £5 ?

If it's such a frequently asked question, why not sticky this thread or merge it with all the others ?

I guess the problem with making it sticky is what do you call the sticky topic? You can't just say DATUM PLATES, STUPID! because the person asking the (entirely reasonable) question won't even know the thread refers to what they are about to ask.

I'm not sure the response to the question was overly hostile either. It was quickly explained that it is something of an in-joke on the forum because it gets asked so frequently.
