I cannot answer your question but I know that freight has fairly recently given up thousands of unused paths to facilitate passenger growth.

As a lover of freight I just hope the decision does not come back to bite them when freight growth is needed to cut UK emissions.

Do Freight Operators pay to have a path and it's immaterial whether they run trains or not, unlike passenger operators who I believe have to run a service to keep the service?
An example is this one, which I think I've only seen run once with a 92 and that was probably 6-7 years ago, but is always showing.

I can't remember if its 3 or 6 months but the FOC must run *something* in the path within a certain time frame to keep it.

*can simply be a light engine.

I thought that the essence of freight track access charging was that the FOC only pays the variable cost for the trains (i.e. vehicle types, loads, etc.) for services actually operated. This is subject to a ‘mark up’ for some commodities, including coal for power stations, iron ore and nuclear traffic.
There is no ‘path fee’, ‘reservation charge’ or whatever.
