Just bought an off-peak return Bangor to Cardiff for next week. I asked for an upgrade for the return and the booking office were unable to issue it, although they seemed surprised. Checked with TfWRail Twitter, and since November upgrades have been on-train only due to numbers of passengers with open business class tickets but no reservation being turned away. I suppose this was to be expected given the above, and there would be a way around it with advance tickets, but it could be problematic if the organisation paying for the tickets will only pay for standard, and it also means a scramble to get a seat in Cardiff.

We had the same problem the same time last year: TFW Business zone ticket The restriction code PC hasn't been updated with the codes for the trains from the new timetable, so it is showing as available on no trains, rather than only available on the trains that have a business zone. This is almost certainly the reason the booking office were unable to issue it. I have no idea about the other explanation though.

I was able to get one issued at Cardiff Central for 3 December (bought the day before) so potentially TfW either have their dates a bit out and/or the reason is what Indigo2 mentioned
