It isn't risk aversion though, as investigations into similar incidents where people are trapped for hours have shown, passengers just self evacuate which increases the risk.They really should have gotten the passengers off quicker though, it's not in the middle of nowhere and the line was blocked by that train so it wouldnt have been too much effort to get an isolation and a few people in high vis to help the passengers along to the nearest platform. The railway is so risk adverse now they won't let anyone make a decision when it comes to strandings.
Cowardice, indifference, self interest or whatever, but not risk aversion.
