    while the wage costs are due to the entire country the economic affects are directly in London. So if that job moved somewhere else in the country the cost of everywhere would be the same but the income of somewhere else increases and the income of London decreases. That means a government job...

    The problem is that their wages are counted as country wide expenditure but their taxes are classed as London income. Which means the goverment high pay in these central roles actively distorts the income/expenditure per region
