Basically TfL want an extra 7 years exemption extension to 2032, originally applied for in 2018 expiring 2025, enable them to complete CLIP work by 2024. However because they have failed to complete the work during exemption period, now requesting massive extension. Rather cheekily the reason given was Covid pandemic, and train deterioration (although why that justifies a 7 year extension is beyond me, as pandemic delays generally taken as 15-18 months).
Some items they are requesting indefinite exemption, because it would be difficult and cost money to modify to comply.
