Although not a comprehensive list http://www.railuk.info/steam/getshed.php?item=83A shows 7200 and 7250 allocated to Newton Abbot in 1948. If there was reason enough for 72xx's to be allocated to Newton Abbot then probably no reason a 42xx or 5205 would not have found its way there.

http://www.railuk.info/steam/getshed.php?id=556 Two 42xx's (4215 and 4298)shown as allocated to St Blazey in 1948 and also 4206 shown as withdrawn from there. So there is a definitive answer. Surprising as I'd always thought the 2-8-0T classes were very specially designed for the Welsh Valley's and didn't start wandering until they got converted into 72xx's.
