Anytime to Off peak First Class Upgrade

From previous discussions here....now archived... the principle of being able to upgrade a Standard Anytime Single to a First Class Off Peak Single is something that should be possible (appropriate journey) but many ticket offices say cannot be done....so they only offer upgrade to First Anytime Single even if it is 14.00 and the next train is off peak.

a) Is the principle still correct?
b) Are there any TOC websites or apps that would allow you to do this online and avoid the arguments?

I know Avanti allows ticket amendments on the app.

Nobody does excesses online (which is what this is) however some of the (Trainline based) ticketing sites do do changes as "refund and replace", which provided they don't whack a £10 admin fee on may not be a bad bet. Even if there is an admin fee refund and replace may be financially better than an excess to First Anytime.

I can see why people may not want to do that with the return half of an Anytime (Day) Return because they have no way to know it wasn't used on a peak-time train for the outward, but there's no reason why not for a completely unused ticket.
