Looking at some recent new rolling stock they seem to have followed the company car model of having very plain, uniform colours. Azumas mostly grey and the new 315s only have a different colour on the ends. Even Crossrail stock is very bland.

Is this to reduce cost on change of franchise?

To answer the headline question, In the long run boring colours are cheaper as changing fashions will not force a repaint.

Depends on how the livery is applied, if it is paint then yes definitely, if it is vinyl then the extra cost will be small. For example TPE's livery would be a pain to paint so it is all vinyl which can be printed on, the 185s are actually painted blue underneath but are vinyled all over.

I still think early BR maroon and Southern Green were the best colours for coaches, you have to admit the West Coast red set looks good.
