Can a claim for Delay Repay from Avanti cover two people or do two separate claims have to be made?

Can anyone tell me why I’m only being offered one ticket refund. Me and my husband were travelling Avanti on Friday with two together railcard. We’re only getting offered one ticket refund, I put in a separate claim for the other. We’re basically losing £130 and we also lost our hotel money as is was too late for hotel cancellation. I feel it’s not fair to lose £130 when our train got cancelled and there was no alternative route for us.Can a claim for Delay Repay from Avanti cover two people or do two separate claims have to be made?
