Hi everyone.

I know someone on here posted a list of the franchises and their routes in Tranche 3.

I'm starting this thread simply to ask, does anyone have the actual list of all the franchises across all three Tranches. Want to work out what routes came under what

Here are the original route lists as listed when tenders were issued - hence various routes changed in the interim eg Altrincham / Trafford small bus network (and Warrington CAT 5 X5)
Note there are some schools listed under the large / small contracts (to use yellow Bee Network buses) and some separate schools only contracts let (using non- bee network liveried buses eg GNW at Heywood) not listed here
Some routes unlisted but linked to others eg 378 (378A and 379); 383/384; X50 (linked to 150)

All that exists of Trafford Small now is 84 (Now 87) and 254

Everything else absorbed into other services as I would assume WBT will keep the CAT5/X5?

On a more general point (sorry if there’s a more appropriate thread), is there any recent info on how the first franchises are performing- particularly passenger numbers compared to non-franchised areas?

Operators confirmed to run remaining Bee Network bus services​

Contracts have been awarded by Greater Manchester Combined Authority (GMCA) to operate the final round of Bee Network services in Stockport, Tameside, Trafford and remaining parts of Manchester and Salford from 5 January 2025 – at which point all buses across Greater Manchester will be franchised and under local control.

Currently around 50% of services – in Wigan, Bolton, Bury, Oldham, Rochdale, Salford and parts of north Manchester – are franchised Bee Network services.

As the largest area to come under local control, there will be a total of nine franchises (five large and four small) across the south of Greater Manchester, covering 248 different services.

Metroline has been awarded contracts to operate four of the five large franchises. Its parent company ComfortDelGro, is a leading global mobility provider which operates 34,000 buses, taxis and rental vehicles and 210km of rail network in operation and under-development in 12 countries: Singapore, Australia, the United Kingdom, New Zealand, China, Ireland, France, Malaysia, Spain, Portugal, Greece and The Netherlands.

Stagecoach has been awarded the contract to operate the fifth large franchise. Diamond Bus has been awarded contracts to run three of the four small franchises and Go North West the remaining one. All franchises will run services according to Bee Network specification and standards.

As with phases one and two, the winning bidders for the final phase of franchising provided strong social value plans, linked to the city-region’s Good Employment Charter.

Once part of the Bee Network, customers in the south of Greater Manchester will benefit from a more accountable service, with passengers able to rate their journey, with customer-focused performance targets, including punctuality and reliability of services and levels of customer complaints impacting what operators get paid to run the services.

It is now one month to go until tranche two of Bee Network bus services go live.

As part of this final phase, passengers are on course to benefit from another 120 brand new, fully accessible electric buses – with more to follow.

Chief Executive of Greater Manchester Combined Authority (GMCA) and Transport for Greater Manchester (TfGM), Eamonn Boylan, said: “Awarding the last round of franchised contracts is a major milestone towards delivering the Bee Network. That ambition is central to our devolution journey.

“It’s exciting to think that in around nine months’ time all bus services across the whole of Greater Manchester will be under local control and accountable to the people they serve.

“We look forward to working with the winning bidders over the coming months as we prepare to deliver this positive change for people and businesses in Stockport, Tameside, Trafford and the rest of Manchester and Salford from January next year.”

As with the introduction of Bee Network services in other parts of Greater Manchester, changes are planned from day one that will see more frequent, earlier, and later running services and better connections to first and last tram and train services. These include later trips on the 314 and 325 for train connections at Stockport, earlier trips on the 330 and earlier and later services on the 347 to connect with Metrolink services at Ashton.

These improvements build on those being introduced in the first two phases of bus franchising which are now underway. In phase one areas for example, additional buses are being added on some routes on a 12-month trial basis. Performance of franchised bus services in phase one is positive, with punctuality consistently tracking above both the non-franchised network and the equivalent to the Bee Network this time last year.

Since 24 March 324 bus routes – 188 routes in phase one and 136 routes in phase two – equating to around 50% [half] of the bus network in Greater Manchester, is managed by Transport for Greater Manchester (TfGM) as part of the Bee Network.

Bee Network bus services in Wigan, Bolton and parts of Salford and Bury are operated by Go North West and Diamond Bus North West, while services in Oldham, Rochdale and parts of Bury, Salford and north Manchester are operated by Stagecoach Manchester, First Manchester and Diamond Bus North West.

Outcome almost as I predicted.
The Singapore-based company Comfortdelgro does seem to be a likely contender; I used their route C1 in Cardiff last year and was impressed with the service quality, compared with D&G/Arriva who are the current/recent main local operators in Altrincham/East Cheshire, although their South Wales subsidiary (NAT) is about to prune its operations imminently, as @anthony263 has referred to on other threads.

I cannot imagine Stagecoach will retain all 4 of their existing depots serving the south and east of Greater Manchester covered by the tranche 3 tender award, particularly in view of their gains in tranche 2, and they are at serious risk of losing all 4. An "off the record" source stated that they are running down their Sharston depot in the expectation of losing it.

Well Metroline obviously went in determined to win. Obviously we don't know what they bid for, but can't imagine Stagecoach will be too unhappy given they will remain a sizeable presence in Greater Manchester.

Given they run services in Tameside from Eccles already, no doubt Diamond will keep doing that, and perhaps Go North West will use Heywood?

That leaves one question for me - Stotts. Are they going to try and continue as a schools operator, or will we see them close up? There's presumably some more schools franchises coming up so there may be openings there for them (and Belle Vue), if they can get them. But with Stagecoach and Go North West also making moves in that area, and the potential for First to do some from their small depot, could be tough.

I thought franchises came with buses and garages, and that drivers were "expected" to TUPE across?
Obviously many a slip 'twixt cup and lip along the way ...

If you look at the vehicle list on bustimes.org (and assuming it's accurate) there's 374 buses in Hyde Road, Sharston and Ashton. So a lot to replace. But there a fair few that are 08/58 and 09/59 reg. Like every operator so far, there are likely to be buses that Stagecoach are keener to hold on to than others. I would be surprised if they didn't sell at least some vehicles.

Even so, Metroline are going to have to find a lot from somewhere, and they obviously don't have a huge number of subsiduaries in the UK to draw on.

Yes. I can't see why Stagecoach would sell existing buses unless the offer was very generous (they still have Darts and Tridents to replace in provincial fleets). I predict a whole lot of ex London tat will appear, at least initially.

As for drivers, not all will TUPE, particularly to an unknown like Metroline. They have several Stagecoach Manchester garages to choose from if they decide to stay with Stagecoach.

Yeah but it wasn't a huge stretch to find 80+ buses, potentially trying to find almost 400 buses is quite different after all... This will really be interesting this time round.

Metroline dominates third tranche of bus franchising contract awards in Greater Manchester


Metroline will operate four of the five large local service contracts awarded under the third and final tranche of bus franchising in Greater Manchester, with Stagecoach taking the other.
The third tranche accounts for around 50% of bus services in the conurbation. It will start on 5 January 2025. Rotala subsidiary Diamond Bus North West has gained three of the four small contracts, with Go North West chosen for the fourth.
Under its large contracts, ComfortDelGro subsidiary Metroline will take over operations from depots at Ashton-under-Lyne, Hyde Road to the south-east of Manchester city centre, Sharston, and Wythenshawe. Stagecoach will assume the Stockport large franchise. It is already the dominant operator in that town.
Diamond Bus North West will take up small franchises in Trafford and Stockport along with one of two in Tameside. Go North West gets the other Tameside contract.
Metroline was quick to reveal that its five-year large franchise contracts in Greater Manchester are worth £422 million, capture 232 services, and require 420 buses and over 1,350 drivers. Each has an option to be extended for two, one-year terms.
Diamond Bus North West has confirmed that its small franchise contracts are also for five years’ duration. It will take on 16 services using 25 buses and around 50 staff under those awards. They will work out of the operator’s existing Eccles depot. In total, the third tranche captures 248 services.
Speaking about the third tranche, Greater Manchester Combined Authority and Transport for Greater Manchester (TfGM) Chief Executive Eamonn Boylan says: “Awarding the last round of franchised contracts is a major milestone towards delivering the Bee Network. That ambition is central to our devolution journey.
“We look forward to working with the winning bidders over the coming months as we prepare to deliver this positive change for people and businesses in Stockport, Tameside, Trafford, and the rest of Manchester and Salford from January next year.”
TfGM adds that certain service uplifts will be delivered “from day one” of the third tranche rollout.
ComfortDelGro CEO, Europe Business Unit, Edward Thomas has welcomed the award of the four large franchise contracts. He says that Metroline “will work closely with all of our stakeholders to ensure a smooth transition of services as we work towards delivering the Bee Network vision.”
Chairman Mark Greaves adds that the win “is a testament to our commitment to service quality and operational excellence, and will significantly expand our network, deepening the group’s presence in the United Kingdom.”
Award of the tranche three contracts confirms that small operators will have no place on the franchised local service network in Greater Manchester, although one – Vision Bus – is so far is represented among home-to-school contracts under the reregulated approach.
As expected Metroline have won the bulk of Tranche 3.

Not 375 though. I think Stagecoach will swap newer vehicles from these depots for older ones from around the country and then sell the older ones to TfGM.

Much of the older Stagecoach fleet was upgraded to Euro 6 with local funding, so golden opportunity for Stagecoach to dump, sorry, pass on a load of 08/58/09 reg E400 to Metroline.

I think the old like enviro 400 would stay in Stagecoach while the newer ones like the mmc’s and evs would stay In Manchester for bee network.

I did put a hidden message in a post with three sentences that started CDG but so well hidden, I can't find the post now :lol: I'd been told that Stagecoach were keeping Stockport, and that the three other Stagecoach ones were heading to ComfortDelGro; didn't know about Wythenshawe. Rumours did have Diamond getting some smaller stuff so that's proven to be the case.

So to sum up everything... First are overall down but probably happy not to have Oldham. Stagecoach have a really mixed picture and a bit down. GNW are overall up, Diamond probably a bit down, and then you have the big new entrant.

I fully expect that most staff will TUPE transfer; loyalty is overstated especially if it means additional travelling costs. That CDG will have get their procurement folks on the case... Well, yes, but a mix of new fleet and some short term hires will have to suffice assuming that Stagecoach don't hire some vehicles even on a short term basis (e.g. as First did with Diamond on selling Bolton)

The issue is not the lead time, but the specific date. It is not viewed with universal enthusiasm by those involved in the implementation.
