Belgium: new or incomplete station at Anderlecht, west of Brussels

I’ve made a few trips between Ghent and Brussels this week, and noticed there have been some apparently recent building works in Anderlecht, where there are now platforms on the two outer tracks of the railway. These have steps down to street level and balustrades, but nothing else.

Is this a new station under construction, or some kind of temporary or event halt?

It is a new station under construction as a part of the "Gewestelijk ExpressNet"/"Réseau Express Régional" (planned to open in 2020).
The original plan was to name the station "Anderlecht" but the current plan is to name it "COOVI" (Centrum voor Onderricht en Opzoekingen der Voedings- en chemische Industrie)/"CERIA" (Centre d'Enseignement et de Recherches des Industries Alimentaires et chimiques), just like the metro station nearby (it is closer than "Het Rad"/"La Roue").

Same thing on my line Brussels-Charleroi. Two new stations built for the RER but so far not completed as the project ran out of money. They say funds are available and work will re-start but in several cases planning permission permits have expired. Rather sad to see them half complete, covered in graffiti with weeds growing out of the platforms.

This is the station nearby that will serve a local office park and entertainment complex. Went for a look around earlier in the year but nothing is happening.

Nothing unusal then in BE;
on the TEC Charleroi ''metro'' (an upgraded by now quite old Lightrail or simply ''tram'') there were whole tunnels lying idle for many years
Ditto in Antwerpen for also many KMs of tunnelwork for the trams.
