Because the odd numbers are the north/east end and even numbers South/west. And 15 is not long enough or able to be split, and is mainly used for terminating trains that leave heading north/east.
Coincidentally, the old platform 14 did used to be at this end before the old station tracks were lifted so I wonder if there was a nostalgic reason at play here?
