British Airways seat dispute: Heathrow to Atlanta

I know some people who booked on flight BA0227 from London Heathrow to Atlanta Hartsfield-Jackson.

When they went to book seats, they saw that a £51 supplement was available for front row seats. They chose to pay this supplement to select these seats. The seats were numbered 29F and 29E.

When they got onto the plane, they discovered the seating configuration was different to usual, a stewardess confirmed that the configuration has changed, apologised and encouraged the passengers to apply for a refund.

However British Airways are claiming that there was no configuration change and the passengers are not entitled to any refund.

Does anyone here know what may have happened here? Is there an effective watchdog (not like the useless Transport Focus we have with railways) and/or ombudsman they can go to?

What was different about the seats they got? Were they not front-row seats? Does their booking receipt state front-row seats?

What is the definition of that from BA's point of view - is it the actual front row or just front N rows?

I know BA’s procedures very well. The seats booked - were they advertised as emergency exit rows or extra legroom?

They were front row seats with extra legroom, attracting a surcharge of £51.

They got normal seats with very little legroom.

Is that £51 each?

I can’t see any seat maps on any of BA’s long haul aircraft where 29EF are labelled as exit/extra legroom seats.
