Short answer : No

Long answer : Some route authors have programmed features in to routes whcih simulate weather, but this is all workaround methods as BVE doesn't support any sort of global weather functioning. It just displays whatever rails, objects, trains, and graphic files it is told to.

That's annoying, I thought it would make it more interesting being able to choose your weather conditions

If you use the Route Randomizer (search the threads for info if it isn't familiar already), you can at least affect the adhesion (poor/good), but I think that's all you can do.

Yes, but making it rain is hardly variable weather is it? You can't even change the time/lighting on a route and you certainly can't select a route and select a change of weather, which is what I'm guessing to OP was after. Editing a route file to make something happen is hardly very flexible.

also, on thr BRR 10 you can simulate frost,ice or snow on rails by checking the poor adhesion tick box.
for rain, pick a route where you have rain....or just use your imagination and put wipers on.

Might be more interesting and it may be annoying that you can't but still, it is free! I think it's blinkin excellent how it is, for 100% free anyway!
