It would appear that a C Stock train is being used for recording track or infrastructure. The train (not sure if it is 4 or 6 car formation) has what looks like a camera mounted on the front. It was seen passing eastbound through Farringdon today at about 11:15 and the rear unit was 5704. There were probably about a dozen people on board (all in orange hi-viz and and hard hats.

Any ideas what it was ?

It is the Auto Video Inspection (AVI) train and its purpose is as you guessed. It runs on each line at regular intervals, formed of a specially prepared train of that line's normal passenger stock in normal formation and crewed by Test Train Operators. After completion of the run the equipment is removed and the train returned to normal service. AFAIK any train (from the line concerned) can be used.
