Can Northern enforce evening peak restrictions when their own website information is unavailable?

I noticed yesterday that if you look for the maps of where Northern and their evening peak restrictions are in effect

Click the links for 'Specific Route Restrictions'

https://www.northernrailway.co.uk/off-peak-yorkshire - dead link

https://www.northernrailway.co.uk/off-peak-manchester - dead link

So how can they expect the passenger to know if they can travel between 16:01 and 18:29 with their off peak ticket if they no longer have this information available on their website?

You can go to nationalrail.co.uk/<code on ticket> to find out, or ask staff when buying, or buy using a journey planner.

I think this is printed on most tickets now. You'd also have to argue the ticket selling website, ticket machine or ticket seller didn't inform you of the restrictions. From my experience the first two won't let you buy an off-peak ticket without either telling you the restrictions or showing you which services the ticket is valid on. While ticket sellers usually ask you when you'll be returning, unless you specifically ask to buy an off-peak ticket.
