This is a 49 euro annual railcard. I am trying to work out whether a single adult travelling on a weekday can use this product, particularly the "price ceiling".

From the SNCF website,
Other sources seem a bit ambiguous, not least because it replaces a different product which still has wording on the internet.

Does anyone know here? Thank you

As far as I can see (and it isn't crystal clear), the discount applies to return fares provided a weekend is included (a bit like air fares used to be), and to singles at weekends only.

I don't think you need to have a companion though (unlike our 2Tog).
It took a while to find the T&C, but

Terms of use :
Valid on one-way journeys when the holder is traveling with a child or traveling on Saturday or Sunday, or on return journeys including at least the night of Friday, Saturday or Sunday. The maximum time between outward and return journeys is 61 days and cannot be extended in the event of an exchange.

So that would be a no, I think.

This is for the new "carte adulte", not the old carte weekend, from https://en.oui.sncf/en/train/new-offers if you click the "conditions of the offer" link.

Thank you. I can see that they want to protect their weekday business travel revenue, but I think they could have been a lot clearer. "Des réductions garanties sur tous vos voyages, tout au long de l’année" is what they say, but it's not the case.

Depends on what you consider to have those reductions. It compared to normal (very high by now here in FR) fares-junior and senior get just by age already 25% off on those on off-peak periods (periodes bleues). Advance fares are quite another thing and are promotional and may not allow further discounts. As is also the case on PKP/PL, but not in the UK or on DB/DE. Plus that anyone assumes that any traveller somehow needs also to get back home and not cheat by then using bus or plane.
However-it seems (read some pre-announcemnets) that in the coming weeks the whole system will be changed -again- and there also may come a senior all TGV for a month offer for 79 or 89 eur-for juniors it already exists. Plus that this now just ended summer juniors could travel 1 month on all TER local trains (some as long as Paris-Lyon or Avignon-Toulouse) for 29 or 39 eur. As I am now in FR using an InterRail and had to find some fares for this very busy weekend coming up saw some normal fares on the machines well over 100 eur. FLIXbus even quotes 99 eur for Toulouse-Paris and they are always cheaper as trains.
