[CHI] New high-speed line to Lhasa

On Michael Palin's 'Himalaya' series (UKTV Documentary), when he was visiting Tibet, he made reference to a new high-speed railway line connecting Lhasa and Tibet to the rest of China. The series was filmed in 2003 or 2004, and they mentioned that it would be opened in 2008, ready for the Beijing Olympics.

I highly doubt so, the current Himalaya Railway was not built for High Speed, but different people consider different speed as high speed, most of Asia countries consider 160 MPH as high speed whereas in other country something more than 200 MPH is high speed. And how the hell can it make it a high speed train when it took 5 years to build and test the original railway. Or unless what Michael Palin means is what the current Himalaya Railway is now. As it took US$3.68 Billion, imagine high speed rail US$10 billion?
