Class 323 windows

Why is it that almost all Class 323 windows have lots of visible distortion to the point that looking out can be unpleasant?

I've heard it said it is the anti-scratch film, but almost all other stock also has such film and does not have the distortion.

Was there a fault with the window production when they were built?
