Sorry I sounded rather dismissive of the door widening suggestion - what I meant was that, in the context of the BML services, it's not likely to happen. Even if some 442s remain on lease to Southern covering some diagrams, my hunch is that the minimum work will be done to keep them going. If they go off lease, then anything could be considered - door widening included, especially as there's a proven solution for this in use with Chiltern.

It seems to mean that DfT and Angel have come up with an assessment, and DfT have confirmed exactly what they want doing, and what will be given a dispensation. There is a page on DfT's website here with all the details of the assessment, the covering letter tells Angel what has to be done:

Thank you but the assessment was done in 2011 and was done by DfT's John Bengough
Similar assessments were done by him with representative vehicles of the other classes
This wasn't something specially done on the 442s at Angel's request as far as I know but even if it was, things have greatly changed since 2011 including new and planned orders for new MUs making many units and LHCS surplus to requirements before 1/1/2020
The 5/2013 letter was not changing the position
I have been in touch with John over the last year or so and will contact him again to see if there have been any more recent developments

Rumours have surfaced that whoever wins the northern franchise in 2016 will be offered BR Class 442's once the Gatwick express route (southern trains) has been given new rolling stock in 2018.

The 442's would need to be changed from 3rd rail to overhead power to be used on such routes as Liverpool - Manchester Victoria & Liverpool - Scotland routes via Wigan as a semi fast service.

As the 442's are from the 90s these would be a better than the proposed BR Class 319s (14 sets) from the 80s being given to northern rail between now and 2015.

It's not impossible and would need a major rebuild and perhaps a new combined pantograph/motor coach built.

But

£75-£80M would probably build 24 twin-set MS with pantograph and refurbish the units - delivering 24 6-car sets.

Perhaps 7 car sets if the current MS was serviceable as a trailer.
