I'd replace the seats, not just for comfort purposes, but also so that they partially cantilever from the side, as at the moment (in airline formation) the seat "leg" nearest the window does unnecessarily interfere with foot room when compared to other stock.

USB charger points (as well as plug sockets) are needed too

That is exactly what I am saying. It's not that modern technology is incapable of producing high ride quality, it's that the DfT gave no consideration to it.

I just believe that there are more important things that need to be sorted out with the IET fleet first.
I understood you to mean that a better ride would mean costs would increase as you wrote:
it's just that a higher standard would drive up fares
That is what I disagree with - BR showed that a good ride could be achieved without undue and excessive expenditure.

Certainly the DfT was a badly informed purchaser for the IEP contracts getting involved in an area where it had no skills, knowledge or experience - but as far as it was concerned it didn't matter how the trains turned out, they neither operated them, nor maintained them nor had to answer to the passengers.

I agree that making changes to improve the ride should take a back seat at the moment. In the first instance the bizarre contractual arrangments have to be simplified so that the operators can have changes made to the trains and their usage without requiring the DfT's prior approval and all the paperwork that is necessary before anything can be done[1] and secondly to get the reliability sorted out. The data published in Modern Railways show that the Moving Annual Average (MAA) for the Miles per Technical Incident (MTIN) for the Class 800 on the Western was 3892 at the end of Financial Year 2017-18 and two years later this had only increased to 12673 at the end of Financial Year 2019-20. By any standards these are pretty miserable figures.

[1] Hitachi/Agility Trains' key contracts are with the DfT and the trains are essentially issued to the operators.

So, for short(ish) distances the IC and REs offer an alternative - but I wouldn't want to use them from München to Hamburg,

People do, though, as it's cheaper, substantially so in the case of using a string of REs with the Quer Durchs Land Ticket. That's a classic bit of market differentiation - we do it in the UK as well, for example people do go from London to Liverpool on the direct LNR service, taking more than twice as long as the Pendolino, because it costs pennies - the competitor there is the coach.

I'm sure that people do as you say - but not in sufficient numbers to make the ICE service superfluous. Anyway it's not quite as convenient as the LNR service to Liverpool from Euston as no RE does the whole stretch - one would have to change trains two or three times (I haven't checked the timetables recently) which adds more hassle.

These days long distance coach competition is permitted in Germany so the bus alternative also exists there now. For example Flixbus offers (for 5 August) two direct connections from München to Hamburg but both are overnight and take 10 and 15 hours for €35 and €22 respectively. Daytime fares are a bit higher but one has to change buses - in Berlin! This is a bit of a detour but overall times are similar. ICEs take between 5 1/2 and 6 hours depending on route and ticket offers are also advertised for these services, some down to around €45 to €50.

Isn't competition wonderful? :)

If I'm honest, the only change I'd make to the Class 80x interior is remove the seats where there's a complete blank wall next to them - everything else is fantastic for me. I know that sounds bad considering how much I enjoy these trains but I'd only sit in that seat as an absolute last resort.

I wouldn't want a seating layout identical to the GWR HST's - plenty of tables on the IET's has been very useful when I've booked tickets and seats 2-3 days before travel.

That is happening on the LNER 9-carriage sets (they were marked for luggage only in Standard before the hoo-ha happened).
