Cryptic clues = station name

That's not a clue, it's an essay :D ! (No, I'd reckon it fine -- anything goes, in this game...) Am cudgelling brains over it -- so far, without result.

I feel like Ted Rodgers in 3,2,1 (one for the teenagers there).

No, it's not Halifax. May I ask your workings out so I can say if one is thinking the right way to get the answer?
A wild stab in the dark- Foreign office Whitehall, I am pretty certain CIA hq is in Fairfax county.
Or it could be the bin or the car? ;)

Let me add something which will hopefully make finding the answer slightly easier.

The three parts of the clue are all valid, i.e. there's no red herring(s). The final answer is one word only and there's no anagram(s) involved. For the first part of the clue, think along the lines of air travel.

Well FCO and CIA are both airports in Rome. C is 100 in Roman numerals, but to start means it starts with C, followed by Rome, giving us Crome. Brick Top was played by Alan Ford in Snatch.

Giving us Cromford.

He's bowing to your knowledge and workings out, well done.

One small point, just to dot the I and cross the T, etc - the 'ROM' part of the answer (so that everything fits as it should) is the collective and three-letter IATA code for Rome and its airports, so 'C' for the Latin 100, 'ROM' for the Rome part, and 'FORD' for the last part.

Totally at hazard, and almost certainly wrong; but what with punts; and messing-up one's worms -- words?: the Oxford don Dr. Spooner, of "leaving by the town drain", etc. -- I'm guessing the station is Oxford. (No idea about the Lucas bit.)

Thanks for enlightenment there: I'm one of those weird people who "don't watch telly" -- had heard of Are You Being Served? , but the only character in it known to me was Mrs. Slocombe (she of the feline friend).

Correct.

For the first clue, Mr Lucas's replacement in Are you Being Served? was Mr Spooner.

Vaguely remember that, although I am old enough but would never have worked out the answer from that alone.

The 'Take a note and a plan' are two clues for the first word of the station, and for the first part of that clue, think 'music'.

I think that makes sense, and I hope will help.

My half-guess is Ryde Esplanade, based on the following:

Across the water = Northern Ireland, Isle of Wight, etc (assuming one isn't based there of course).
Publicity gambit = Ryde Esplanade
Running behind schedule = Ryde Esplanade, and the 'ad' is behind 'plan'
We pretty much hear = no idea at all, hence half an answer.
