I know very little about politics (thankfully) but is an mp or pm Hon ? Thereby sticking the initials lbor from losers Buckland or Rees in the centre might reveal Holborn.
It certainly does. His constituency is Holborn and St Pancras, which explains the European connection in the first clue.

I tried to come up with a clever, testing clue. Needless to say, I failed, so here's a nice simple one.

Here at the Flag & Whistle cider is always on tap; low amounts of other abominations are hidden in the kitchen.
