It might be of interest, that Deutsche Bahn offers an all-line-rover type of ticket this summer. It's not on their website yet, but there where some press releases, so it's sure.

Conditions: Valid up to one month, not before 14th June, last possible usage day 31th August. 2nd class only. Adult price 299€, youths up to 26 pay only 249€.

Have fun in Germany!

Die Deutsche Bahn bietet ab dem 14.06.2009 bis einschl. 31.08.2009
(letzter Geltungstag) das Aktionsangebot "Deutschland-Pass" an. Der
Deutschland-Pass gilt einen Monat lang und kostet für die 2.Klasse 299
Euro. Reisende bis einschl. 26 Jahre können den "Deutschland-Pass Jugend"
zum Preis von 249 Euro erwerben.

Edit 1:
I now found a somewhat obscure, but official, source in the internet-TV program of Deutsche Bahn (in German): http://www.bahntv-online.de/btvo/site/index.php?s=2100&ids=142845

Is this available for EU citizens? The british DB website says the standard Deutschland Pass is only available for non-EU citizens

Yes, it's available to everyone. Main target group are Germans (so I don't expect official informations in English) but anyone can buy the ticket.

Finally it's on DBs website http://www.bahn.de/p/view/angebot/preis/deutschlandpass.shtml
the DB shop https://fahrkarten.bahn.de/privatkunde/shop/shopstart.post?GroupId=1001
and the official "Beförderungsbedingungen" http://www.bahn.de/p/view/mdb/bahnintern/agb/befoerderungsbedingungen/MDB62964-nvs_15_06_09.pdf
- of course all in German.

You can get the ticket at the DB ticket counters and (long distance) ticket machines, so there is no need to use the online shop.

Have fun in Germany!

Two additional remarks: The website states you need a 'Personalausweis' (ID-Card). Of course (and according to the Beförderungsbedingungen) any official photo ID (passport,...) will do. Also it states that you must use a long distance train (ICE,IC) as part of your journey. This is just for legal reasons (short distance train fairs are governmental regulated), if asked on a short distance train you can always tell that you have already used or are going to change to such a train. But nobody will ever ask you - as it's really just to make the government bureaucrats happy.
