Devon Day Ranger time restrictions

There are a few conflicting descriptions of time restrictions on the Devon Day Ranger, specifically concerning easements allowing travel on certain trains. Could anyone confirm what the situation is on the ground?

railrover.org indicates the following:
Mon to Fri: valid from 09:00 but 2T railcard not valid until 09:30

Also valid from when the "off-peak day return" ticket becomes valid if earlier :
All trains to Barnstaple
07:25 Exeter SD-Waterloo
08:23 Exeter SD-Waterloo
08:35 Barnstaple-Exmouth

But the GWR website just says:
Available from 09:00 (Monday to Fridays) and all day Saturdays, Sundays and public holidays.

And brfares indicates restriction code B3 applies:
Restricted Days: Mondays-Fridays
Not valid on trains timed to depart after 04:29 and before 09:00.

Is this a case of a locally applied easement not feeding through into systems, or is railrover.org out of date?

The official data (also reproduced in BRFares) is to be preferred.
Railrover.org is a very useful site but AFAIK does not have a data feed.
