I was passing the red brick bridges over Eastwoodmains Road at Williamwood station and noticed that the disused one has a DfT reference number painted in it. Do they carry responsibility for some structures in Scotland?

Yes, disused structures that were not transferred to Railtrack at the time of privatisation and that have not subsequently been disposed of are now the responsibility of the DfT. They are collectively referred to as the 'Historical Railways Estate' and are administered by Highways England throughout Great Britain.
