I think that the commuter ferry is dead, but there was word of a tourist ferry from North Berwick to Anstruther being looked into.

Location
Nowhere near enough to a Pacer :(
Was it not killed off because of some birds on inchcolm island?

unsure Re that but the hovercraft idea died a death at the hands of city of Edinburgh council who refused the required buildings and works at the Seefield end.
As to a ferry or similar last I heard was Mr Andrew Banks, opperater of the Pentland Ferries service from St Margarets Hope in Orkney to Gills Bay wanted to sail from Somewhere in Fife to Granton? Unsure if he's still interested.

It was Burntisland-Granton.

I think the issue was that Fife and Edinburgh Councils wanted a Burntisland-Granton service, but Stagecoach wanted a Kirkcaldy-Ocean Terminal Hovercraft. Access to Leith Docks would have been via some sort of ramp. to avoid the locks.
