"level crossing work" might mean a number of bridges over railways and rivers, rather than replacing a few barriers
Given where the level crossings are in Ely, this 'level crossing work' could mean Prickwillow Road (B1382).
From east to west, the road has the following features:
first crossing over the two track Ely-Norwich mainline at a skew angle of about 20 degrees, i.e. 50m between gates​
three road junctions within the next 150m​
66m long bridge over River Great Ouse​
120m through residential area​
second crossing over the two track Kings Lynn mainline at a 60deg skew angle​
140m through residential area​
third crossing over the two track March mainline at a muchmore sensible 80deg skew angle​
200m through a residential area​
two of the lines crossed have 25kV OLE, (maybe the third will be electrified as it forms part of a nationally significant cross country and freight route)​
That represents a lot of serious planning to create bridges close to residential housing with decent sightlines etc.. Doesn't look trivial to me.

Was there ever a decision on which of the published options was preferred?

The NR page says

Subject to securing further funding, the results of these consultations are expected to be included as part of a future Round 3 public consultation which would set out the preferred options selected to take forward to the consent stage.

so I'm guessing we're only going to find out once they get the money to take things forward. Don't hold your breath!

And indeed to see that the original story from 2012 claims that it would cost about 10 million. Now it is almost 500 million. By the next time it is considered it will probably have reached a billion or so.
