Well, it is one set of times across the country (England at least) - 09.30 to 23.00 Mon-Fri, no other time restrictions. Any variations are local initiatives, funded locally

Why I mentioned Cornwall specifically, and compared it to London, is that an ENCTS pass issued by ANY local authority is valid 24/7: indeed, Cornwall Council, on announcing the initiative, stated it would have been illegal to exclude other counties' passes (and London Freedom Pass.) Whether they were correct in that analysis I'm not competent to pronounce on.
