I'll try to not to go too off topic but it bothers me that I can get extra concessions in Newcastle and Sheffield but not the place I am actually from, where it would actually be really useful every time I go out. I grew up in London, for some reason Enfield Council owns loads of council places and the surrounding land in Cheshunt and they moved us out here. So I may technically be a resident of Hertfordshire but we interact far more with the London Borough of Enfield for services and the way that it is set up as well as these concessionary passes is just a mess.The Government have stepped in and stipulated a minimum scheme - free travel after 09h30 on Monday to Friday and all day Saturday and Sunday. You know you have this facility throughout England. Local Authorities may provide additional facilities for their residents (or everybody else if they really want to, but few do) for journeys commencing in their area. You only need to concern yourself with any additional facilities provided for residents in your home Authority area which in your case I believe is Hertfordshire. You don't need to worry about what residents in other Authority areas may or may not get. There is no need for an Authority to harmonise between locals and visitors - what for?
It is always tough living near a boundary. I live near the boundary with England so can travel no further south free of charge than Berwick upon Tweed or Carlisle with my Scotland National Concessionary travel card. At least in Scotland and Wales it is a National scheme with in Scotland no time limits. It's like TFL can run the Overground out here and give us a numbered oyster zone but won't run buses to connect to them or to the logical end of the built up area or make oyster valid on local routes like the 242 and 310, so we have to put up with privatised rubbish from Arriva and everyone else is limited in frequency. That is my main grievance, the lack of coordination between the 3 counties here. I think London in places like where I live is under bounded and to me a good compromise would be to make the rail part of the Freedom Pass purchasable for all ENCTS in at least the Home Counties at a subsidised amount every year. I don't care that Liverpool also offer free rail to residents as I've never lived there, but I lived in London most of my life, only 2 miles from it even now. If I could just move there I would, but like most people totally priced out. TFL runs a sizable amount of cross-boundary buses and trains and I just think those of us who live near them should get the same opportunities with travel. Freedom pass holders can come to Cheshunt or Loughton for free by train but we don't get the same, that's something that should be seen as unfair and a real concern that we can't get the same. I know we don't really do it in Britain but consistency matters. I still see myself as a Londoner, I still mostly rely on TFL for nearly all my journeys by public transport and the mayor's actions still affect me, I just get no say anymore.

Unfortunately it's not 1 but 2 neighbouring county boundaries all within a few miles and they divide an urban area into 3!, councils that overlap each other and everything is messy provision wise. As a result, the whole area feels neglected as no one really wants to be responsible for the area and there is no coordination and very little communication between the different councils and counties. Really the counties need to be changed around here.
