A power failure between Gare du Nord and Aéroport CDG has resulted in widespread disruptions and cancellations on Eurostar this afternoon. Gare de l'Est is also affected and riot police have been deployed to "keep order", which has turned out the same as the Champions League match.

Train 9O57 the 18:02 from Marne-la-Vallée–Chessy to London St Pancras has been irregularly affected: passengers would usually go through UK passport control on arrival at St Pancras, as St Pancras has no UKBF due to them being redeployed to airports. Those passengers will be instead tipped out in Lille-Europe, which does have UKBF, and cleared through there.

I would not want to be within 5km of Lille-Europe when a 373 full of families with tired kids who are pissed at having been pulled away from Disney decants!

If that is the case, why do we keep being told that passport controls are required before departure on Eurostar, as evidenced by the new facilities in Rotterdam and Amsterdam for the Netherlands service?

9O57 is grandfathered on risk and cost grounds. It (normally) makes no other calls in France, carries almost exclusively returning passengers who are British families, and is normally 4tpw from a station with no other international traffic. Exit checks are carried out by the Police aux Frontières at Marne-la-Vallée–Chessy station. As such it is considered to have a very low risk of transporting passengers who are likely to be refused entry/claim asylum as compared to the Dutch services.

In the history of that service have they ever had an issue, a migrant?

Not in recent times, but it certainly has been an issue for Eurostar in their earlier days, hence all the current controls.
