A friend of mine never had a problem buying that supplement on the train. In fact, the RDG document explicitly mentions "conductors on trains" as a way to buy them. Thank you!There's a Facebook group for all European staff travel related stuff. It's very good. The Hungary FIP requirements for coupon travel are on there as I just visited and needed a few questions asked along the way.
But in summary, most domestic IC services require a reservation in Hungary. You can reserve via the MAV app. The Facebook page has screenshots on how to do this. All very straightforward once you've done it once!!!
