Having just booked on VTWC* (EUS-BHM) I noticed that for 1st Class tickets departing before the breakfast cut-off time there is a £25 premium (excluding any railcards) compared with the first departure post-0959. Therefore I'd say they consider breakfast to be worth £25, so if it is not provided then surely they are overcharging.
I know that wouldn't stand up in court, as they would rely on the comparative popularity of the various timings, rather than what you get on board, but it's all a bit open to question.
