Shane Rimmer? He was also the voice of Scott Tracy (original series of Thunderbirds). I'm sure he played more than one character, on the US side of things.

No. He made three appearances plus an uncredited voice-over.
Did Albert Boccoli make cameo appearances a la Hitchcock?
Cubby Broccoli did make a couple of appearances in the films, but they were more cases of being in shot in a scene. He is not the answer, but you are moving in the right direction.

After trawling through IMDB films I suggest Michael G. Wilson.

Yes, Michael G. Wilson is correct. He appeared in sixteen films, although only credited twice, plus two voice-overs and one appearance cut in the editing. As Cubby Broccoli’s stepson he has done a varied selection of other jobs in the Bond franchise.

It seems that @Peterthegreat and I posted at the same time, so I missed his post.

To you, sir, the producer’s role.

I believe he was afraid his identity may be stolen after he was wrongly mistaken as a criminal in his younger days and imprisoned
for a short while.

I admit that I've asked Mr W Pedia, although he doesn't give a straight answer. However, he does say that Hitchcock didn't like blondes or, indeed, women, so is blonde women the answer?

Open stage if I'm right.
