How did RETB routes continue operating during strikes in the 1990s?

Question regarding the rural RETB routes, I've heard that in a previous signallers strike in the 1990s the Far North Lines and West Highlands Lines operated normally. What has changed this time, Network Rail saving money by not enabling that?

Were other grades (besides signallers) also taking industrial action back in 1995?

For the West Highland, IIRC Banavie needs 2 people and Ft Bill 1.

Back in the 90s I guess there were more non-RMT people around who signed them.

I was working at Marylebone at the time and services continued as normal as the signalling staff at the IECC were supervisors and probably represented by TSSA.
