How do you know which ticket offices can handle seat reservations?

The company policy is that reservations are available upon production of a valid ticket. No ticket no reservation. This is to make sure that one person doesn't book half a dozen reservations on different trains.
Quite right sadly, otherwise selfish people would book the seat next to/opposite just for more space, or so their all important bag and/or coat can have a seat to itself while people stand. Too much bother to use the overhead rack for some.

Partially related to this, I am doing a 1st class ALR in May and intend to do the WAG (1716 ex Cardiff), am I able to make a reservation on this?

Although you can still do that after purchasing a ticket... Or does the system record a link between tickets and reservations?
