In light of the recent issues I've had getting anything involving a Southeastern 465 to load correctly, I've concluded that the only likely solution is to do as the title says, in the hope that any missing file that maybe the cause will turn up.

Does anyone know where I can find the tools/files/etc. to do this?

If running via steam, right-click on the game and select properties, click on the local files tab and select "verify integrity of game cache..."

Do you mean the shortcut icon? I've tried it for both the TS2015 and Steam shortcut icons, though the properties in each doesn't seem to have a local files tab

You need to actually open Steam and then select the library tab. Then right click Train Simulator in that list then follow the steps that SpacePheonix suggested.
