I'm involved in a discussion locally about this service. I found a 2013 thread but it's closed now.
According to the RCTS "green book", pacifics and V2s were prohibited from the East Lincolnshire line through Spalding, Boston and Louth, which was the route taken by Cleethorpes expresses then - hence the use of B1s until Britannias, with their greater route availability, were released from the GE line.
Trains for Cleethorpes by this route had to reverse at Grimsby Town and I assume a tank engine worked the final leg, but Immingham shed didn't have much in the way of passenger tanks. This has always been well away from my normal gricing area so does anyone remember how these trains were worked?
