North Highland were commissioned to produce a report, titled Local Transport Data Discovery, on local authorities opening up more transport data and making available as open data. The report says opening up the data would be beneficial.

I think it's a good idea but I can see many barriers. If some of the systems are very old or restrictive, getting data out might be an issue.
Then there is the accuracy of it. If the data isn't accurate, some local authorities might not wish to share it. They also might not have the resources to improve it's accuracy in order to share it. On the other hand, some other local authorities might simply share it as is, with a caveat saying it's accuracy cannot be 100% guaranteed.
If the data is based on Ordnance Survey, it will depend on whether the local authority is allowed to issue it under what is known as a presumption to publish. They would need to ask the Ordnance Survey. If they can do that then it can be made freely available as open data. If they can't, then it would require the government to intervene and make it possible for local authorities to publish this data as open data.
