The government wouldn't need to seize the tunnel, just withdraw permission for the Heathrow Express to run over NR tracks, I bet then the airport would be willing to negotiate a more acceptable access charge...

That would guarantee immediate litigation, particularly given that ORR and not the Government deals with access.

You can still buy paper tickets at the machines at Heathrow and there are staff there to help if needed, so it's really not any different.

Staff who had ‘no idea’ how to sell me a priv staff ticket a few weeks ago, and kept saying only tickets they could sell was for Heathrow Express.

If that’s the attitude to staff, I dread to think what they sell to unsuspecting customers

The HEX roaming staff at Heathrow can indeed only sell Heathrow Express tickets from their machines.

Indeed. I was thinking of the ticket machines just before the ticket gates at the Terminals 2 & 3 station, which are at the top of the lifts. The staff in attendance there I believe are TfL staff, not Hex. I do know that there are ticket machines in Arrivals at T5. The gates are down at platform level there. I haven't been in Terminal 4 since ticket gates were installed, so I've no idea about there.
