Does anyone know the actual engineering reason that regularly-used deep-level tube tracks don't have a shiny, polished railhead?

Are they made from different materials or is it something in the environment (perhaps also responsible for the distinctive 'tube smell')?

The ones I've seen do! Perhaps it's the angle with artificial lights that give that impression.

Dust deposits from the brakes? I've seen some stations where the platform ends have dust thick enough to write your name in!

Are you sure you're not getting the running rails confused with the conductor rails? Only the former will have the shiny polished effect produced by a steel wheel on steel rail.
