Fixed formation = more seats & less faults and probelms with joining em

Only two rather than four sets of highly complex cab equipment with kit for both LU style ATO in the core, and whatever signalling equipment the GWML (ERTMS or still on AWS/TPWS/ATP?) and GEML (AWS/TPWS) have fitted by then.

Also, perhaps there was some sort of plan originally to run 5 car services off-peak, but they re did the projections for loadings, and took into account the hassle of coupling/uncoupling and decided that permanent long formations were going to work better?
